🛡️ Fraud Prevention SOP 5-Step Legal Due Diligence Protocol
Faisal Town Phase 2 File Verification & Safe Transfer Checklist
Never exchange cash in the open market without completing this mandatory 5-step verification protocol. Every genuine Zedem International (Ch. Abdul Majeed) file must pass biometric database clearance before transfer.
01
Anti-Counterfeit Check
Physical Security Paper & Holographic Seal
- Verify the high-grade parchment paper texture with embedded Zedem watermarks visible under transmitted backlight.
- Inspect the metallic embossed Zedem International seal and silver holographic anti-tamper security strip on the file cover.
- Ensure the serial file registration number is crisp, mechanically stamped, and shows no chemical erasure or manual overwriting.
⚠️ Fraud Hazard: Unverified photocopies or altered registration serials cannot be transferred at Zedem registry desks.
02
Zedem Central Database Check
Head Office Computerized Ledger Verification
- Visit the official Zedem International Head Office (F-8 Markaz / G-11 Project Center, Islamabad) Verification Counter.
- Submit the file registration number for computerized database lookup against the original record master ledger.
- Confirm the file status is 'Clean & Active' — verifying it is not blocked, blacklisted, pledged as bank collateral, or entangled in legal disputes.
⚠️ Fraud Hazard: Files with undisclosed litigation or developer disputes cannot obtain NDC approval for final transfer.
03
Financial Due Diligence
Payment Receipts & NDC Clearance Audit
- Cross-check all installment receipts against bank-stamped deposit slips (e.g., Askari Bank, HBL, Bank of Punjab designated accounts).
- Verify the exact total amount paid to date matches the official Zedem Statement of Account (SOA).
- Ensure an official No Demand Certificate (NDC) is initiated to confirm zero outstanding late-payment surcharges or reinstatement penalties.
⚠️ Fraud Hazard: Unpaid surcharges or bounced deposit slips become the legal liability of the new buyer if not audited prior to payment.
04
Section 236K & 236W Legal Filing
FBR Taxation & Government Stamp Duty Compliance
- Ascertain Active Taxpayer List (ATL) status of both Buyer and Seller to calculate exact FBR withholding tax brackets.
- Verify advance tax payment under FBR Section 236K (for Purchaser) and Section 236C (for Seller/Transferor).
- Confirm official Computerized Payment Receipts (CPR) and district stamp duty challans are attached with the transfer application.
⚠️ Fraud Hazard: Non-filer penalty rates can substantially inflate transfer overheads by 3% to 7% of documented value.
05
Final Title Conveyance
Biometric Transfer & Record Attestation
- Both Transferor (Seller) and Transferee (Buyer) must present original CNIC/NICOP for in-person biometric thumbprint capture at Zedem Transfer Desk.
- For Overseas Pakistanis unable to travel, execute an Embassy-attested Special Power of Attorney (POA) endorsed by the Ministry of Foreign Affairs (MOFA).
- Receive the official Transfer Intimation Letter and newly issued Membership Certificate issued in the buyer's name.
⚠️ Fraud Hazard: Handing over payment outside the official Zedem transfer counter exposes buyers to third-party impersonation fraud.
